Now, when I say that Fort Smith has been home to a sexual predator, I don’t mean just any kind of sexual predator. I am referring to the worst of the worst: Offenders that pose the highest level of risk to the public. Level 3 and level 4 offenders which indicates a high risk to the public. By definition, a Level 3 offender imposes a very high risk to the public. A Level 4 offender classification indicates a sexually violent predator.
